Finland elected a new government this year and in June 2019 \nthey released the Government Programme called \u201cInclusive and competent \nFinland \u2013 a socially, economically and ecologically sustainable \nsociety\u201d.<\/strong><\/p>\n\n\n\n

The programme has several entries relating to the promotion of \ncooperatives, which is a good starting point for years to come. The \nfirst and most important entry is the one where the government says: \n\u201cthe formation of business cooperatives will be promoted.\u201d<\/p>\n\n\n\n

The programme also includes more detailed entries. \u201cBusiness \ncontinuity will be ensured in cases of ownership change. This will also \ntake into account situations where business operations are continued by \nmembers of the personnel.\u201d This refers to a previous idea of one MP that\n cooperatives would be suitable in these kinds of situations.<\/p>\n\n\n\n

Housing cooperatives are also mentioned: \u201cWe will promote and support\n joint building ventures and cooperative construction. We will continue \nthe ongoing cooperative housing pilots and draft legislation on \ncooperative housing.\u201d<\/p>\n\n\n\n

The Government will examine the need for changes in legislation from \nthe perspective of the transformation of work. This refers to \nentrepreneurs and self-employed persons, the sharing and platform \neconomy, new forms of commissioning work and cooperatives.<\/p>\n\n\n\n

The programme also states that collaborative experiments between the \nstate, regional councils, municipalities and private entities and \norganisations will be promoted on a voluntary basis, and new financing \nmodels for these will be explored. This refers to a previous research \ndone by Pellervo Economic Research PTT on the role of cooperatives and \nNGO\u2019s.<\/p>\n\n\n\n

There is a clear connection to cooperatives in other parts as well: \n\u201cA domestic ownership programme will be formulated that will support \ngrowth by providing means for building a stronger, more diversified and \nmore equal Finnish ownership base.\u201d<\/p>\n\n\n\n

Interesting and important from the standpoint of cooperatives are \nalso the passages that say the conditions for living and \nentrepreneurship must be secured in all parts of Finland in a diversity \nof ways and opportunities will be provided for business growth and \nrenewal, with attention paid to the needs of different types of \ncompanies.<\/p>\n\n\n\n

Many other parts include possibilities for cooperatives as well such \nas social and health data (social and health cooperatives), creative \nindustries, the promotion of wood industry and the improvement of the \noperating conditions of the food sector and the need to ensure a \nsustainable food system throughout Finland. <\/p>\n\n\n\n
