{"id":5502,"date":"2019-07-01T14:26:56","date_gmt":"2019-07-01T13:26:56","guid":{"rendered":"http:\/\/www.ripess.eu\/?p=5502"},"modified":"2021-03-29T15:53:36","modified_gmt":"2021-03-29T14:53:36","slug":"what-we-learned-from-the-10th-ilo-sse-academy","status":"publish","type":"post","link":"https:\/\/dev.eu.ripess.rio20.net\/en\/what-we-learned-from-the-10th-ilo-sse-academy\/","title":{"rendered":"What we learned from the 10th ILO SSE Academy"},"content":{"rendered":"\n<p><em>by Elena Tzamouranou, DOCK (Greece)<\/em><\/p>\n\n\n\n<p>\nSeveral members of Ripess Europe participated in the 10th edition of\nthe ILO Academy on SSE that was held in Turin, Italy, from the 3rd to\nthe 7th June 2019. We expanded our knowledge on frameworks and\ndiscussed SSE and the Future of Work along with over 100 people from\nall around the world responsible for the promotion of SSE, including\npolicy-makers, practitioners, researchers and representatives of\nworkers&#8217; and employers&#8217; organizations.  \n<\/p>\n\n\n\n<p>\n<strong>Some insight on the issues addressed<\/strong><\/p>\n\n\n\n<p>\nThe very well organized and diverse program included discussions\nabout policies in different countries and contexts, challenges and\nopportunities, study visits, but also how the social and solidarity\neconomy relates to social and environmental issues, such as the care,\ninformal, green, rural economy and gender equality. \n<\/p>\n\n\n\n<p>\nThe main three key topics addressed and linked to social solidarity\neconomy were:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>\n\n\tFuture of work\n\t<\/li><li>\n\n\tHuman-in-command approach to technology\n\t<\/li><li>\n\n\tSocial inclusion of vulnerable groups\n<\/li><\/ul>\n\n\n\n<p>\n<strong>What we\u2019ve learned<\/strong><\/p>\n\n\n\n<p>\nAdmitting each session and discussion included useful information and\nconclusions, we\u2019ve chosen to focus on some points that we consider\nto be fundamental:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>\n\n\tAs emerged from several cases two pre-conditions have to be met in\n\torder for SSE to be visible and develop on a national level: related\n\tlegislation and supporting financial instruments \n\t\n\t<\/li><li>\n\n\tSSE development on a national level is significant but not\n\tsufficient enough. It also requires the involvement of local\n\tauthorities, as many cities experience a transition in their social\n\tand economic landscape. Examples of the different local realities\n\tare the cities of: Milan (Italy), Amsterdam (Netherlands), Guro\n\t(Seoul), and Kef (Tunisia)\n\t<\/li><li>\n\n\tThe issue on defining SSE remains up-to-date and is always a subject\n\tof creative debate! Following four possibilities on defining SSE\n\twere pointed out from Marcelo Vieta: \n\t\n\t<ul><li>\n\n\t\tAccommodates to the capitalist system; fills in gaps due to\n\t\tdwindling state and growing inequalities (neoliberal view)\n\t\t<\/li><li>\n\n\t\tReforms or mitigates capitalist system (social-democratic view)\n\t\t<\/li><li>\n\n\t\tRethinks and re-configures socio-economic life (revolutionary view)\n\t\t<\/li><li>\n\n\t\tAlready existing community activities and assets, growing the SSE\n\t\tas a plurality of the economy in \u201ddiverse economies\u201d (see:\n\t\tElgue,2015; J.K. Gibson-Graham, 2005; Miller, 2010; EURICSE; EMES;\n\t\tCIRIEC, etc.)\n\t<\/li><\/ul>\n<\/li><\/ul>\n\n\n\n<p>\nTo read our view on Convergences and Differences in Concepts,\nDefinitions and Frameworks, please visit:\n<a href=\"http:\/\/www.ripess.org\/wp-content\/uploads\/2017\/08\/RIPESS_Vision-Global_EN.pdf\">http:\/\/www.ripess.org\/wp-content\/uploads\/2017\/08\/RIPESS_Vision-Global_EN.pdf<\/a><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>\n\n\tThe importance of education and training in SSE and SSE-related\n\tsubjects was pointed out as a need by the majority of the\n\tparticipants in different occasions during the 10<sup>th<\/sup> ILO\n\tAcademy. \n\t\n\t<\/li><li>\n\n\tAnother point is if the private sector could play a positive role in\n\ttransforming the socio-economic model. Some examples in\n\tcollaborating across the boundaries of private and non-private\n\tsector were presented. Could such examples form sustainable models\n\tor how imperative are such collaborations remains open to discuss in\n\tfuture. \n\t\n<\/li><\/ul>\n\n\n\n<p>\n<strong>Conclusion<\/strong><\/p>\n\n\n\n<p>\nSSE doesn\u2019t guarantee that everything will be right (Jean Fabre)!\nIndeed, as we pointed out during the ILO Academy in numerous\noccasions, working in a different way, having co-ownership and\nself-management is a imperative, but this alone doesn\u2019t change the\nsocio-economic paradigm. We need to shift the focus from the\nenterprise to the community  and think in a completely different way\n(as Jason Nardi pointed out). \n<\/p>\n\n\n\n<p>\nHow does a successful initiative or cooperative look like? Do we\ndefine success by the numbers of members? Do we define success by the\nprofit generated the previous year? Sustainability is not only on\nbeing profitable today, but it\u2019s on being sustain on economic,\nsocial and environmental terms. We need to redefine success. Success\ncan and should be defined by the social change, the social outcomes\nand social impact accomplished through the economic activity. \n<\/p>\n\n\n\n<p>\nMoreover we need to concentrate on communities: on the needs of the\nterritory, on how to transform our economies on each different\ncontext and not to take a blueprint that comes from an unspecified\nmodel of the market. Only then can we really change the paradigm from\na growth market oriented paradigm to a community well being and that\nis the real transformation we are looking forward.<\/p>\n\n\n\n<p>\nThe ILO academy was organized by the International Training Centre of\nthe ILO (ITCILO).
