\"public<\/a>ENSIE published the Social Platform\u2019s Guide “Public procurement for social progress<\/em>“, available in\u00a0English<\/a>\u00a0(EN),\u00a0French<\/a>\u00a0(FR)\u00a0and\u00a0Spanish<\/a>\u00a0(ES).\u00a0<\/strong>Linguistic versions in German (DE), Italian (IT) and Croatian (HR) will be available in the coming\u00a0weeks. The guide is a useful reference on the recent EU\u00a0Public Procurement Directive<\/a>\u00a0and it’s application.<\/div>\n

On 17 April 2014 the new\u00a0Public Procurement Directive<\/a>\u00a0(2014\/24\/EU) came into force. Member states have until 18 April 2016 to transpose the Directive into national legislation.
\nAlthough the Directive provides\u00a0contracting authorities<\/em>\u00a0with a vehicleThis guide is aimed at:<\/em><\/strong>\u00a0to achieve social and environmental goals, they are not obliged to pursue those goals.<\/p>\n

<\/em><\/div>\n

    \n
  • supporting\u00a0member state representatives<\/strong>\u00a0in the transposition of the directive<\/li>\n
  • supporting\u00a0contracting authorities<\/strong>\u00a0in its implementation<\/li>\n
  • facilitating the understanding of the Directive by\u00a0social economy enterprises\u00a0<\/strong>and\u00a0non-profit social and health service providers<\/strong>.<\/li>\n<\/ul>\n
    In order to capitalise on the social advantages the Directive offers, they\u00a0have focused on the following\u00a0three areas<\/em><\/strong>:<\/div>\n
      \n
    • \u201cReserved contracts\u201d for economic operators that promote the social and professional integration of persons with disabilities and disadvantaged persons.<\/li>\n
    • \u201cSocial considerations\u201d as the silver thread through the procurement process (e.g. how to promote fundamental rights, gender equality, employment opportunities for people further away from the labour market, decent work)<\/li>\n
    • Putting service users first by designing effective procedures for awarding contracts for social and health services.<\/li>\n<\/ul>\n<\/div>\n
